Philadelphia County Chronology King Charles II of England granted William Penn a charter to land west of Delaware river in 1681. Philadelphia County was created as one of three original counties, no territorial limits were specified [not mapped] in 1682. Philadelphia boundaries were defined in 1685. Philadelphia lost to the creation of Berks in 1752. Philadelphia lost to creation of Montgomery in 1784.
